The weight of a carry-on bag may not exceed 35 pounds.' includesWheelsHandles=true is a DIRECT quote, not an inference. linearIn=51 is DERIVED (24+16+11); Sun Country does not separately publish a linear-inch carry-on limit. isFree=false is a DERIVED reading of the same COC paragraph: 'Ordinarily no fee is charged for a personal item. However, any carry-on bag or personal item that exceeds the applicable above-stated limit will be carried only as checked baggage...' - the COC exempts only the PERSONAL ITEM from fees ('ordinarily no fee ... for a personal item'), and conspicuously does NOT make the same 'ordinarily no fee' statement about the carry-on bag, implying Sun Country's carry-on is a paid item on every fare (consistent with its no-frills fare structure, where checked/carry-on bags and seats are unbundled 'optional services'). A full carry-on is allowed on Sun Country Airlines' lowest fare.

Sun Country does not publish named fare tiers (e.g. 'Basic Economy') distinct from its standard fare in the Contract of Carriage baggage rules - baggage/seats are unbundled 'optional services' added a la carte on top of every fare, per Rule 220 ('All transportation of baggage ... is subject to applicable fees as established ... by Sun Country from time to time'). A full carry-on bag (paid) is allowed on every fare; only the personal item is free on every fare. There is no fare level that bars the carry-on outright - it is simply never free (see carryOn.notes).
